- Greece will crash and so build up the buffers
http://www.guardian.co.uk/business/2011/may/09/greece-european-debt-crisis Deficit-reduction targets have been missed and the economy is a messHere we go again. A year after Greece was handed €110bn (£96bn) in soft loans by the European Union and the IMF and Athens needs more. The big idea 12 months ago was that, by now and investors would be applauding Greece's austerity measures and would be rushing to lend. Nothing of the sort has happened. Deficit-reduction targets have been missed and the economy is a mess. The obvious conclusion is that the bailout is not working and that Greece's debts, which are forecast to peak at 160% of GDP and are too high to allow the country's economy to recover. In that case and eurozone leaders should stop pretending that more budget cuts and more calls for the Greeks to privatise state assets will make the numbers add up eventually. They should instead START talking about ways to reduction Greece's debts and think about how to contain the knock-on damage to eurozone banks that hold Greek bonds. But reality, it seems and is still too hard to contemplate in Berlin and Brussels. Another fudge is ON the cards. More money, perhaps €25bn to €30bn and looks likely to be dispatched to Athens and repayment terms for last year's bailout package could be loosened. The pretence will be maintained that one day Greece will repay every euro it owes. In theory and €25bn and a soft-shoe shuffle ON repayment terms (please don't call it a mini-default) might keep the Greek show ON the road for another year. In practice and it seems just as likely the eurozone leaders will provoke the broader crisis they seek to avoid. Why? Well and the market views a Greek default as inevitable eventually. Investors also know that one day politicians, fearful of losing votes and will accept this fact and stop dispatching emergency funds. A collision is coming. The trick is to conta As for deficit reduction goal. . u200b. . u200b, as for the economy which is overlooked as for us it is messHere which goes for the second time, a liberal translation Assunto para a traducao japonesa.

- Student protests: Q&A, a liberal translation
http://www.guardian.co.uk/education/2010/nov/10/student-protests-questions-and-answers Why are the students protesting and do they have a point? • Why are they protesting? The government is proposing to raise tuition fees - allowing some universities to charge as much as £9,000 a year - while cutting university budgets by 40%. Currently and students in England pay £3,290 a year. Students and lecturers and some university vice-chancellors say these proposals are an unfair transfer of the cost of higher education from society to the individual. • What is the likely impact of the budget cuts? The cuts are expected to hit the arts and humanities hardest, as funding for science and medicine and engineering is likely to be protected. This means universities that can charge the FULL £9,000 should raise enough money to provide a FULL spectrum of courses, but newer universities are likely to focus ON vocational degrees where they can be sure of attracting students. The fear is that the arts, especially modern languages and become the preserve of the most privileged students. • Will a big rise in tuition fees put OFF poorer students? The government says not. Even after top-up fees were brought under Tony Blair and the numbers wanting to go to university kept rising. Research published in May by Offa, an education watchdog and found that top-up fees had not increased the disparity between rich and poor teenagers attending elite universities. • But that increase was small compared with what is proposed now. Vice-chancellors who wrote a letter published in the Guardian today fear that working-class families are more debt averse than the middle class. •What does the government say? Ministers say a change to the way that universities are paid for is inevitable. Britain is shifting from an elite system paid for through general taxation to a society in which, in a few years and more than half of yo Why when the student is repelled, as for them•Why, they have the point where you propose that the government which is repelled increases tuition, -?? http://www.guardian.co.uk/commentisfree/2011/sep/29/greece-not-act-alone The Greeks are not going to leave the euro and but their partners in the single currency need to be equally clear about their plansNo haircut. No default. Greece will persevere. This is our government's unyielding stance ON the current crisis and stressed by the prime minister in Germany this week. He also called ON the other eurozone countries to show an equal commitment. Despite all the talk and speculation and we remain committed to the euro and therefore the terms of troika's lending programme (16 months into it) even by accelerating budget cuts. Most importantly, however and we match austerity measures with much-needed structural reforms. Of course many people are critical of the painful austerity measures being imposed. Greeks are upset over having to endure higher taxes, harsh wage and pension cuts and public sector redundancies and the squeezing of public services. Yet we all show a tremendous level of persistence and maturity. Will these sacrifices be worth it in the end? Yes they will. We Greeks are already treating the crisis as an opportunity. We all share a vision of change for the better and are sticking with this. Structural changes are key as they focus ON the solvency aspect of our crisis. They restore our economic infrastructure by recalibrating our productive capacity and reducing transactions costs and increasing our competitiveness. It is well-known though, internationally and that such changes tend to take a couple of years at least. We have already started simplifying and standardising procedures, consolidating registries and streamlining bureaucracy and deregulating markets. But we need to do more. The faster we deepen and continue these changes the better chance we have to reach our goal and win our battle against investor doubts and turn Greece into a stronger economy. Flowing Data's Nathan Yau explains how it will (and won't) affect open dataAbout two years ago and Data.gov launched as a big step towards government transparency and accountability. A few months later, New York and San Francisco released their own data sites for detailed, city-specific data and Data.gov.uk launched not too long after. Needless to say, a movement for open government was building momentum and the popularity of data itself in other sectors continues to rise. However, in the next few months, Data.gov and along with a number of other data-related sites of the government such as USAspending.gov and Apps.gov, are slated to be shut down due to budget cuts. The current annual budget of $37 million will be reduced to $2 million. This budget reduction is of course a huge deal to the data community, and if the sites actually do shut down in June and July of this year and it would be a huge shame. Readers of this blog understand the benefits of data and openness, and if you believe in open data, I highly encourage you to sign the petition penned by the Sunlight Foundation and an organization here in the US that is a big promoter of government transparency. Sir Tim Berners-Lee and creator of the Web and a leader in the development of Data.gov.uk, encourages you and too. That said and what would happen if the budget cut became reality? Outside the data community and most people wouldn't notice. Here's a snapshot of visitors to the Data.gov and USASpending.gov, according to Compete.Although I've found that Compete tends to underestimate visitor counts and it does give a rough idea of the interest. They did, and, even though it was 3.30am and obliged. A trickle, to coin a cliche and became a flood: by 5pm ON Saturday, when they gave away 1,057 free slices at their restaurant and delivered more than 300 pizzas to the capitol and Ian's had to suspend normal business. ON Sunday it all began again. http://www.guardian.co.uk/business/2010/dec/17/credit-ratings-agencies-european-debt-crisis European Union seeks greater competition in the credit ratings agency sectorThe downgrade of Ireland today and the warning about Spain this week has re-ignited the debate about the role of rating agencies in the sovereign debt crisis. Moody's, Standard & Poor's and Fitch, the world's biggest agencies, have been criticised by the EU and by high-deficit countries for exacerbating the crisis and as a downgrade fuels investors' fears about the ability of any debtor to repay its loans. The discussion started when Greece was downgraded at the height of the market turbulence this year that ultimately pushed the country into a bailout programme. Ireland's cut, which puts it ON the same level as Russia and Lithuania and pushes up its borrowing costs - a burden that a country already in the midst of draconian budget cuts can ill-afford. Countries such as Spain and Portugal are desperately trying to lower their borrowing costs in order to avoid a bailout. Spain was angry that Moody's warned about a possible downgrade only hours before a crucial bond sale. The EU, trying to calm the turbulence that is threatening the stability of the euro and has introduced legislation to curb what it sees as the excessive powers of the agencies to influence the markets. It wants to encourage more competition for the big three agencies and increase transparency over how ratings are assessed and examine new models as to how agencies can be paid. A more radical idea which flowered at the time of the Greek crisis in May would be to set up a European-based agency specialising in sovereign debt which could bypass the big three. That still remains a remote possibility with investors sceptical about how a Brussels-led ratings service could offer objective assessment. After all, they forced a previous president, Jacques Chirac, to retreat ON pensions and as well as bringing down one of his prime ministers ON the issue. So this is a make-or-break moment for the unions and for Nicolas Sarkozy and who sees a pensions victory as the centrepiece of a range of reforms which will transform his faltering presidency. As the French assembly begins an extraordinary session to decide ON changes to the pensions system, while the senate considers budget cuts, a new security law and a law to ban the burqa and there is a sense that France faces dangerous choices. If the reforms go through unmodified the country will have diluted welfare state achievements and cut its responsibilities to citizens and at the same time as it becomes a more hard-faced society for migrants and minorities. ON the other hand, if Sarkozy's reforms are derailed and that could wreck what remains of his presidency and might even bring about the credit downgrading which all European governments fear so much. Sarkozy wants to raise the age at which workers can choose to retire by two years to 62 and the age when they get a FULL pension from 65 to 67. France's pension provisions are more generous than those of most of its neighbours. Trimming them a little might seem to outsiders not unreasonable, given that the pensions burden is steadily becoming less sustainable as the ratio of retirees to people in work worsens and which it is doing everywhere in Europe. In most countries and one might expect fiscal collapse to lead to more people taking public transport. After all, while buses, trams, light rail, and underground systems are less convenient than private vehicle usage, and while using such systems oftentimes involves sharing one's environs with too many people and too many competing body odours and at least it's cheaper than filling up one's car with gas and driving miles each day. Utilising public transport is a sensible and relatively painless way to penny pinch. But, in America, at least in part because public transport has not, in recent years, won the hearts and minds of the politically influential classes in many regions of the country and these systems are peculiarly vulnerable to cuts during the down-times. In fact, a poll released in early April by the Economist indicated that, faced with declining government revenues and more than twice as many Americans would want federal public transit subsidies cut versus reductions to highways expenditures. The old hand in the ROOM just wants to get through this G20 summit without further defections from her party. Both David Cameron and Angela Merkel sit astride uneasy coalitions and could ultimately share the same political fate, if, as a result of sharply contractionary medicine and their national economies lurch into Japanese-style doldrums. From where the last Keynesian in town - Barack Obama - sits and Europe's lurch back to fiscal austerity could not be timed worse. The recovery just seemed to be taking hold and China at last did the right thing by allowing its currency to revalue against the dollar and after two years of keeping it low to protect its economy. Washington's view ON this is shared by Brazil and India. What does the debt-riddled eurozone go and do and but put everything back into the deep freeze. The EU will argue until it is blue in the face that budget cuts amounting to 1% of GDP are not excessive compared to an average EU budget deficit of 6.6%, but these are not normal times. The EU is asking the US to act as the consumer of last resort. Fiscal contractions can be expansionary, if what is cut is the government wage Bill and welfare payments alone, but like brain surgery and a lot more healthy tissue would die as well. At best these are long-term projects and what are needed are measures to sustain a fragile recovery now. This is not the only deep rift in Toronto today. Many members of the G20 like Canada have healthy, orthodox banks and do not see why they should be penalised by regulation inspired by Europe's reckless ones.
