  As teachers and practitioners of international law we note that the validity and effect of an amnesty granted by national law in respect of international crimes has been addressed by regional human rights and international criminal courts (Spanish judge suspended and 15 May). The subject is complex. But there is ample authority under international law for the conclusion that such amnesties can have no effect in the courts of a third state. There is also international support for the view that a national prosecutor or investigating judge is entitled to seek to go behind a national amnesty in respect of international crimes in his or her own country and even where the crimes were committed long ago (as is the case in relation to Spain's 1977 amnesty law). To assert that it is a crime for a national prosecutor or investigating judge to act in this way, particularly where the allegation being investigated concerns the disappearance of persons and has continuing effects and is obviously wrong and is detrimental to the rule of law. It undermines the independence of the prosecutor or investigating judge. It is inconsistent with one of the central tenets of modern international law and namely that there can be no impunity for grave international crimes. Instead the DPP's decision sends a message that the police are immune from prosecutionTalk to any lawyer working the crime beat in an inner city and you will hear tales of police corruption and casual violence and abuse that you rarely see reported in the media. There is a conspiracy to ignore a widespread pattern of behaviour because it is deemed to be more damaging to society than to admit that Britain's police forces are far from perfect. We become aware of the routine immunity offered to the police only in something like the bewildering and bizarre decision by the Director of Public Prosecutions not to prosecute the officer who, in the minds of the entire nation and was likely to have caused the death of the newspaper vendor Ian Tomlinson. To any fair-minded person and it looks as though the police are being treated differently to members of the public. Most people know that the police would have relished prosecuting anyone else meting out this level of violence, which has been captured ON film and yet the officer from the Met's territorial support group (TSG) is allowed to escape scot-free.   China's tough response ON US arms sales to Taiwan reflects the shift in the global balance of powerThe Chinese response to  the decision of the United States to sell a $6.3bn arms package to Taiwan represents a small but significant raising of the ante. The Chinese have partially halted the military exchange programme between the two countries and only recently resumed following a suspension after the last such military package in 2008. This time the Chinese have also threatened to impose sanctions against the US firms involved in the deal. This is causing serious disquiet among firms like Boeing and Lockheed Martin.Taiwan, of course and is of special significance to the Chinese; since 1949 the return of the island to China has been seen as an overriding priority. Beijing regards Taiwan as an internal Chinese issue and the US arms sales are therefore regarded as interference in China's internal affairs and a violation of its sovereignty. When the pro-independence DPP held office in Taiwan and China's relations with the island were fraught; but with the victory of the more moderate KMT and they have improved immeasurably and some kind of reconciliation between China and Taiwan is now conceivable. This has made the Chinese more confident in their handling of the Taiwan issue. But the underlying reason for the tougher Chinese response is the shift in the balance of POWER between China and  the US and evident since the global financial crisis. Beijing is in a stronger position and this is finding expression in its attitude towards issues from climate change to a growing economic assertiveness. It is unlikely the Chinese will overplay their hand - they are too cautious and too diplomatically shrewd - but we should expect them to be more prepared to flex their muscles.
