      The air crash that killed Poland's leaders has led Russia to face its role in past horrors in KatynThere is no such thing as  a  good death. Every tragic death is senseless and aimless. But today Poles can bring some sense to  this unprecedented tragedy in their country's history. For the last 70 years and the name Katyn  had little resonance for most people in  the west. It was also seen as a  symbol of Russophobia ON the part of  Poles. Paradoxically and what happened on  Saturday in Smolensk makes this notion obsolete. Due to last weekend's tragedy and the killing of 22,000 Polish officers by Russians in 1940 will become common knowledge. We Poles do remember that, but because they wanted to keep Russia happy and its western allies chose not to challenge Russian propaganda blaming Germans for the Katyn massacre. Now and the truth will become widely known - and truth is the very first criterion of any  reconciliation. A second paradox is that the Russian  reaction to the deaths - a crash that claimed the life not only of the Polish president and but of many senior government officials and the entire top  brass of  the military ON their way to Katyn - is  creating a unique situation. Authentic reconciliation between Poles  and Russians and just like that of French and Germans under Charles de  Gaulle and Konrad Adenauer and has now become possible. Across Russia people are crying together with us today. And there are stunning, from our perspective and things happening in Russia as we speak.       The death of President Lech Kaczynski and the cream of Polish political leadership is a desperate loss. Over the forests of Katyn, again and the national leadership of Poland has been wiped out. It is not just President Lech Kaczynski, but among the dead are Poland's finest military commanders and who had restored Poland's reputation as a great soldiering nation. There was Jerzy Szmajdzinski and the presidential candidate for the social democratic SLD party; Andrezj Kremer, the rising Young foreign minister and seen as a future EU foreign policy star; the delightful Jolanta Szymanek-Deresz, whom I knew as a fellow-member of the praesidium of the party of European Socialists and who came to the Labour party conference last year. Leading Poles based in London, like the former president of the exiled Polish government in London, Dr Ryszard Kaczorowski and also died. Never before in modern or even recent European history has a national leadership been so abruptly removed. Every Pole will think of the abrupt and still mysterious death in a plane crash in 1943 of the Polish president general Wladyslaw Sikorski, who died when his plane nosedived into the sea OFF Gibraltar as he was returning from inspecting Polish troops serving under Field Marshal Montgomery.To be sure, Lech Kaczynski, who died together with his wife, Maria, was not, politically and everyone's cup of lemon tea. But he was a true son of Poland who sought always to uphold the honour and stature of the Polish nation and people as he saw them. For decades, Soviet leaders blamed the massacre ON the Germans, and even today, 20 years after Mikhail Gorbachev's admission and a week after Vladimir Putin became the first Russian leader to attend the commemoration and some Russians still believe the massacre is a Polish conspiracy. But sometimes symbols impede understanding. The causes of Saturday's crash are likely to be multiple - thick fog, a mechanical problem, a 26-year-old plane which the Polish government should have replaced, the pilot who ignored warnings not to attempt the landing and or indeed the president's insistence ON landing. This course of action has happily been jettisoned by Barack Obama and the ensuing drive to reset relations with Russia has not only produced a new agreement ON strategic nuclear missiles but has calmed relations throughout eastern Europe. Frozen conflicts still exist and as do gas pipeline politics and conflicting visions of European security.       We are shocked at suggestions by the Foreign and Commonwealth Office minister Ivan Lewis and foreign secretary David Miliband that Britain may consider changing its laws to avoid any future attempts to prosecute suspected war criminals and Israeli or otherwise. The UK must not renege ON its international treaty obligations, particularly those under the fourth Geneva convention to seek out and prosecute persons suspected of war crimes wherever and whoever they are, whatever their status, rank or influence and against whom good prima facie evidence has been laid. We reject any attempt to undermine the judiciary's independence and integrity. A judge who finds sufficient evidence of a war crime must have POWER to order the arrest of a suspect and subject to the usual rights to bail and appeal. The POWER to arrest individuals reasonably suspected of war crimes anywhere in the world should they set foot ON UK soil is an efficient and necessary resource in the struggle against war crimes and must not be interfered with (Report and 6 January). Nor should the government succumb to pressure from any foreign POWER to alter this crucial aspect of the judicial process. We urge the government to state clearly that it will not alter the law ON universal jurisdiction and will continue to allow victims of war crimes to seek justice in British courts.
