    • Somalia: Roots of war
      http://www.guardian.co.uk/world/2010/jun/07/somalia-roots-of-war-history
Almost two decades ON from the overthrow of Mohamed Siad Barre Somalia's internal conflict continuesSomalia's descent into anarchy began in 1991 with the overthrow of the dictator Mohamed Siad Barre. But the roots of the current POWER struggle, and its religious nature and are more recent. It began with the growing influence of a network of Sharia courts, which were established to dispense justice in the absence of a functioning government and to provide social services and security. By late 2005 the influence and popularity of the Islamic courts union (ICU), which included moderate clerics as well as radicals and was sufficient to threaten the reign of powerful warlords who carved up much of the country. In the capital, Mogadishu and a warlord alliance began working with US intelligence agents to attempt to keep hold of POWER. In return for large cash payments they promised to hand over alleged al-Qaida suspects within the ICU.News of the US involvement only increased the ICU's popularity and by mid-2006 they had taken over Mogadishu and quickly expanded their territory. While some saw the new Islamist administration as the best hope for Somalia in more than a decade and Ethiopia saw the irredentist tendencies of some of the ICU leaders as an existential threat. In December 2006 Ethiopia's powerful army swept through Somalia. The ICU disintegrated and but a new resistance quickly emerged. The Shabaab rebels were the most radical and effective. After Ethiopia withdrew in early 2009 Sheikh Sharif Ahmed, a moderate former ICU leader, was installed as president of Somalia in an effort to placate the Shabaab and other Islamist militant groups, though, it turned out and without success.SomaliaXan Riceguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to The empty almost 20 years, [mohamedoshiadobare] above, in anarchy of fall of the Somalian internal dispute continuesSomalia in turning over 1991 started with turning over of dictator [mohamedoshiadobare, a liberal translation

In the old home state, by the way and an incumbent Democratic congressman was upset yesterday by a primary challenger who ran to his right. Allan Mollohan is a 28-year House veteran who was defeated by Mike Oliverio in the Democratic primary. Mollohan had hideous ethics issues and without which I suspect he probably would have eked this thing out. I'm not sure how much of a harbinger this is and except for one thing that stands out that Democrats should worry about. From the Charleston Gazette story linked to above in the first graf: The more conservative Oliverio ran an aggressive campaign and portraying Mollohan as corrupt and out of touch. Conservative media rallied around the 46-year-old financial adviser from Morgantown and as did anti-abortion groups angry over Mollohan's support of health care reform. This abortion angle ON healthcare reform, I fear and is going to be big this fall. This is my home district and even though I haven't lived there for a long time I know it pretty well still. When I was Young there was hardly any such thing as a coordinated anti-abortion movement there and but today it has deep roots. I would imagine that's true in a lot of places. We have several West Virginia readers of this blog, as you know and so I think we'd all be interested in their thoughts ON whether I'm reading this right. But the Democrats had better get ready for this particular thing. It already made Bart Stupak retire rather than have to go through an election explaining that the right wing was terribly distorting what he did. And now I believe it was a key factor in taking out another.US politicsMichael Tomaskyguardian.co.uk © Guardian News & Media Limited 2010 | Use of this content is subject to our Terms & Conditions | More Feeds In old foam/home state, with the method of incumbent Democratic party Assemblyman motion. Writing a play about race riots in the 80s and I found today's economic and racial tensions are just as widespreadTwo years ago I was invited to develop a play with drama undergraduates. They were all around 20, and I was keen to write a piece that might chime with their own experiences. But it was hard: for a while I was Lost, until a good mate suggested I think back to what was happening in my own life as a student, of events that shaped me, shocked me and knocked my world OFF kilter. A rather unworldly girl-child from Warwickshire, the first in the family to go to college, I had little knowledge of the world around me and, to be honest and little interest. I was having a good time discovering freedom for myself; national financial calamities and escalating racial tension simply didn't feature. But I can pinpoint the moment when I felt as if I was forced to get involved with that world - the announcement of the death of a New Zealand-born schoolteacher ON the streets of Southall. I remember a group of us watching the evening news and being stunned into silence. I can still conjure up the TV images of the Southall riots, the face of Blair Peach, the fury of the community who felt defiled by rightwing agitators and the beating of Misty in Roots and the presence of the notorious special patrol group (SPG) - the London Met police's covert and controversial special tactical force. The next day we enrolled in the Anti-Nazi League. I'll be honest - I wasn't the most active member. I gave out a few leaflets, went ON a few small marches and but that I was a member of any movement at all was a revelation to me. I had never belonged to a political organisation before; I had never walked down a street, chanting and my fists raised. Then and 30 years ON, I asked my students if they had heard of Blair Pea Writing the play of the race/lace riot of eighties, as for me the university student of drama develops play before being invited, as for present economy and tension between race, it understood that is just as a widespreadTwo year

The prospect of policy paralysis after the November elections is looming - and the primary results have not abated that fearIn an ordinary year and this week's midterm party primary elections in a group of American states stretching from Florida to Alaska might only be of interest to US political anoraks. Yet the politics of 2010 are hardly ordinary. With the US economic recovery again slowing, the prospect of policy paralysis in Washington after the November elections, with a weakened President Obama, is now looming larger and with consequences for issues from the fiscal stimulus to Middle East peace. These prospects have implications not just for Americans but for the world as a whole. This week's primary results have therefore been widely watched and have done little to abate the fear. At first sight this may seem an odd conclusion to draw and especially in light of Senator John McCain's victory in Arizona's Republican primary ON Tuesday. Not very long ago and Mr McCain had himself looked vulnerable to a conservative challenge backed by Tea Party activists. This week, having tacked hard to the right and spent much more money to secure his position than usual and he won his party's renewed backing with plenty to spare. With Arizona's Republican governor also seeing OFF her own challenger, and with established Democratic candidates coming through in Florida and Vermont (the former in spite of a $20m personal war chest deployed by his businessman challenger) and reports of a general grassroots political uprising against the establishment in this autumn's midterms might seem exaggerated. In other states, though, some of this week's contests confirm that 2010 is no easy year for incumbents and especially ON the right. When all the votes are finally counted in Alaska and which is not in any sense a After the November electing, government. The prospect of paralysis approaching, the anorak - primary or as a result, it extends to Alaska and as for the intermediate party of group fearIn ordinary year and this week perhaps primary election from the American state Florida has not abated political has interest only inside the United States

David Miliband is right to highlight the POWER of community organising and a POWER that often has religion at its foundationThrough his movement for change David Miliband has made community organising the basis for what he hopes will be a renewal of the Labour movement. This raises the question of what the relationship is between Labour and community organising. It turns out they share a common ancestry. In the American and British contexts forms of popular, local self-organisation and common action emerged within such movements as the anti-slavery and abolitionist movements and the chartists and the temperance movement. These were aligned and had a symbiotic relationship with popular religion. Whether it was Methodism and working class Catholicism or the Shtetl movement in Judaism, popular forms of religiosity were a key social force generating the practices and common values vital for such grass roots activism. We see this confluence embodied in a figure like Keir Hardie and RH Tawney and Cardinal Manning - Manning was of course central to the 1889 London dockers strike, a turning point in the history of the British labour movement and as well as being founder of the Catholic temperance society. It resurfaced ON 3 May this year at the CitizensUK event when Gordon Brown connected to his Presbyterian and Labour roots and gave the speech of the campaign and if not his career. What all such movements shared is a commitment to the priority of relationships - family, friendship and neighbourhood - and the commitment to a common set of values - taking responsibility, hard work and loyalty (what religious people call faithfulness), reciprocity and the dignity of the individual. What these movements represent, and what they feed into community organising and the unions and is the assertion of the prio As for [deivuitsudomiribando], often, day as for the bit millimeter band, the community, as for him asking the fact that labor movement is renewed, power it is right in order to emphasize the power of social organization with that movement for the foundationThrough modification with the religion which rearranged the foundation because some, a liberal translation

The questions of the financial crisis aren't just economic • Rowan Williams will be taking part in a debate ON these issues tonight. Post your questions to the panel in the thread below and watch live ON this page from 6.30pmWhen we all started to become aware of the financial crisis at the end of 2008, all kinds of new conversations started up. People began to ask what are the roots of this crisis? Not just the financial causes and but what are the cultural roots of it? How did we get to a situation where we took for granted that certain kinds of behaviour were to be rewarded and never mind the failure or devastation they left in their wake? We woke up to the fact that a great deal of our economic life seemed to be based ON, well, nothing very much really and except the exchange of currencies and speculations. So in the months that followed the first wave of the economic crisis many of those conversations began to happen. They happened between people who were studying ethics and even theology and as well as economics. They happened among people who were involved in business and the Financial Services Authority. They happened in the pages of various journals and newspapers; and as a result of some of those conversations and this book has come into being: Crisis and Recovery and published by Palgrave Macmillan.Among those who have contributed to the book there are some people involved in those worlds that I've just mentioned: in the Financial Services Authority, in academic economics, in the actual business of business, as well as people commenting from a broader political and cultural and moral perspective. We have working politician's here and as well as people working in the financial sector. The questions that the book leaves us with are, I think and primarily these: What kind of culture have we Problem of financial crisis simply•As for low one Williams, as for these problems it is not the economy which participates in the argument of tonight

Yesterday, when I mentioned the student-loan provisions of HCR with regard to the reconciliation process and several of you commented, what are student-loan changes doing in the health Bill anyway? The fact is that many big bills end up with other things attached to them. A big Bill that people think is going to pass is just an irresistible target for legislators: hey, that thing is going to pass, and the vote will really be about A, so if I can get a provision about B or C or D attached to it and it'll sail through cuz no one's going to vote against the whole thing just because of my little provision. Happens all the time -- and yes, in this case and ON both sides. It just so happens that student loan reform has been a big priority of the Obama administration. Under it and private lenders will be out of the student loan business. All the lending will be issued and managed directly by the Department of Education. Proof of Obama's mad hunger to have the government control every aspect of our lives? Either that and or a sensible response to the massive and hideous student loan scandal we've had in this country in recent years. Here's what happened in a nutshell and via the New America Foundation: The roots of the 9.5 student loan case go back to the 1980s when Congress guaranteed non-profit lenders, which use tax-exempt bonds to finance their loans and a minimum rate of return of 9.5 percent ON federal student loans made with these bonds. As interest rates ON all other student loans fell in the 1990s and policymakers became concerned that these nonprofit student loan providers were making a killing. So in 1993, Congress rescinded that policy, but grandfathered in loans made from the old bonds and believing that the volume of 9.5 loans would decline as they were paid OFF and the bonds retired. Instead and be Yesterday, me in regard to the process of reconciliation, borrow stipulated like the international welfare equipment of your comment and several students, is modification of which student loan in any case vigorous with the hygienic bill? My friend Shrinivas Havanur and who has died aged 82, was an authority ON the Kannada language and his much-loved mother tongue which is spoken nowadays by some 35 million people in the state of Karnataka, southern India. He was Born into a Brahmin family in the village of Havanur. He went ON to become librarian of the Tata Institute of Fundamental Research in Mumbai before leaving this prestigious post to become professor of Kannada, first at Mumbai University and then at Mangalore University. His research brought him into contact with the Basel Mission, a Protestant society with roots in Switzerland and south-western Germany, whose staff, in the 19th century and had researched the Kannada language and its literature. They had played an important part in transforming it into a language for modern discourse and media. I was archivist of the Basel Mission when Havanur came to me wanting, for his first short stay in Basel and the same kind of 24/7 access he had provided for scholars when he was a research librarian. We came to an understanding that allowed him to work night and day and as he wanted. Since that first visit and we had been firm friends and colleagues. I had no background in Indian studies, and he opened up a whole new world for me, not least in my understanding of the significance of this group of missionaries in the history of Karnataka.Havanur became almost an ambassador-at-large for the Basel Mission in Karnataka and with his pointed, critical but positive judgments about the missionaries' linguistic work in academic publications and the press. In retirement he became an honorary resident member of Karnataka Theological College. As a Canadian living in London and I am caught between ancient British roots and the new American order laid down by Webster in his dictionary. Where should my loyalties lie? A few years ago I moved to the United Kingdom from the Canadian prairies. This was a luxury I was afforded via two grandparents who were Born in Britain and ensuring my access to the elusive ancestry visa. Many Canadians still feel a greater allegiance to our colonial British roots than to our neighbours to the south; the monarchy is still represented ON our money and most Canadians are well versed in singing God Save the Queen. We even toast Her Majesty at most fancy public events. Despite these and other symbols of allegiance, however and Canadians continue to hold ON to some ambivalence over our British roots through our generally inconsistent use of language. While gazing at our commemorative Princess Diana spoons and watching the Queen's Christmas Message every December and we are still uncommitted when it comes to our geopolitical allegiance to language. Just as we often straddle international conflicts by playing the peacekeeper, most Canadians sit ON the fence and moving interchangeably between American and British spellings. If there's anything notable about our use of language and it's that we are pretty lackadaisical about it. Before the American Revolution, everyone in North America was formally governed by the United Kingdom and except for a region in eastern Canada that was held by France. Following America's independence and there was a movement towards differentiating its unique culture from that of Britain. This was a major inspiration for Noah Webster and the man behind the dictionary that decisively set out a new order in American spelling and style. Russia's dirty war is not over after all. And, as so often and the innocent are the first to sufferThe parallels are written in the blood of the innocent. ON a day much like any other and suicide bombers descend into the underground system of a major European city in the midst of the morning rush hour. They board a crowded train and crammed with commuters. They detonate their explosives. The impact is indiscriminate and lethal, in many cases life ending and in all others life changing. For a while and chaos reigns in the city. Then come the calls for action and the pledges of revenge. Five years ago the city was London. Yesterday morning it was Moscow. What happened yesterday at two Moscow underground stations was barbaric. Violence of this kind against innocent people is intolerable wherever it occurs. Quite rightly and there is a reflexive sense of solidarity between those who have suffered from terrorist outrages. Many Londoners know what many Muscovites have just experienced. Countries such as Britain, Spain and India, all of which have endured long and difficult battles against their own terrorists, as well as lethal terror attacks ON their urban transport systems and have lessons - mistakes as well as successes - to share with the Russians. Our societies face a similar scourge. But we do not face a common enemy. It is important that we do not pretend otherwise and not least because the world is riddled with indefensible actions taken by states with varying degrees of justification in the name of a common struggle against terrorism. Most terrorism has local not global roots and most solutions are local too. The logic, if that is the right word and of the bombings lies in several previous attacks over the past decade and in Moscow's often ruthless and occasionally incompetent responses to them. It is not everything above the war whose Russia is dirty later

      http://www.guardian.co.uk/commentisfree/cifamerica/2010/apr/27/financial-reform-bill
The US financial reform Bill is far from complete - but rather than focus ON policy, politicians prefer to play the great Beltway gameWhen one lives in Washington and politics seems all-encompassing: it's that city's equivalent of New York City's baseball grudge match between the Yankees and the Mets, in which one picks a team and follows the players and roots for every win. Unfortunately for the vast majority of Americans who live outside the Beltway, that which affects their daily lives is not politics and but policy. And, once again and Washington is serving up another big heap of political cotton candy when it comes to financial regulatory reform when Americans are all but begging for something far more substantial. The Senate majority leader and Harry Reid, has already asked Republicans and Democrats alike to begin debate ON the financial regulatory reform Bill, which is still the subject of committee negotiations and is far from complete. Having failed to force Republicans to limit the debate ON a Bill that isn't yet complete and he plans to do so again today and as often as possible thereafter in order to create the political spectacle of Republicans siding with Wall Street - which they are, of course and but a cloture vote doesn't show that when they can point to ongoing negotiations with Chris Dodd as a reason. It's all about the politics, again and not the policies being debated which even Reid's own party members believe are lacking in the kind of financial regulatory reform this country really needs. So what's in the Bill? Not a Fed audit, not the Volcker Rule to limit depository institutions from gambling with their depositors' money ON the stock or the derivatives market and not even any strict rule ON derivatives trading transparency. There's no Glass-Steagall Act reinstateme But the financial reformation plan of the United States from the distance completion -, it is not the focus in policy, the politician gameWhen of the great belt likes the fact that one it lives plays back with Washington, politics seems that everything is inclusive: That skin, between [yankisu], equivalence and [metsutsu] and which pick of city of tournament of grudge to baseball of New York city

      http://www.guardian.co.uk/commentisfree/2010/jun/02/oceans-sea-editorial
The sea provides 99% of the planet's living space yet we still know little about itThe unknown world begins at Southend-on-Sea - and Spurn Head, Holyhead and Peterhead. It is a truism among oceanographers that scientists know more about the topography of Mars, or the dark side of the moon, than about the surface of most of the earth and but that doesn't make it any less true. Forget for the moment the polluting discharges from Deepwater Horizon in the Gulf of Mexico and other gushers, spills and seepages, and think of the lesson from a new exhibition, The Deep and which has just opened at the Natural History Museum. The oceans cover 70% of the globe. But whereas life is smeared thinly across the continents - mostly in the space bounded by the forest canopy and a tree's roots - all of the ocean is habitable, and inhabited and from the shallows of the intertidal zones to the crushing depths of the abyssal plain. So the sea provides 99% of the planet's living space. The ocean is home to the longest mountain chain of all and the 65,000 kilometre (40,000 mile) mid-ocean ridge, and to the deepest chasms, such as the Kermadec trench and reaching more than 10,000 metres (35,000 feet) below the waves. It is the biochemical retort in which life first emerged more than 3.5  billion years ago and for at least the first 3 billion years it was life's only home. • Citigroup executives face Financial Crisis Inquiry Commission grilling
      http://www.guardian.co.uk/business/2010/apr/07/citigroup-financial-crisis-inquiry-grilling
First witness is former Federal Reserve chairman Alan Greenspan. Critics say his policy of keeping interest rates low encouraged lending to borrowers who had little or no chance of repayingFormer executives of Citigroup could be in for some surprises when they appear before a panel investigating the roots of the financial crisis. Commissioners and staffers for the Financial Crisis Inquiry Commission are readying pointed questions for eight former and current Citigroup executives due to testify at hearings that begin today. Some questions are based ON a review of about 2m pages of documents the commission has obtained, including 1m pages from Citigroup. That means witnesses including the bank's former chief executive Chuck Prince and former chairman Robert Rubin may be confronted with their own words and as preserved in emails and memos provided to the commission. The three days of hearings will feature testimony focused ON high-risk mortgage lending and the way trillions of dollars in risky mortgage debt was spread through the financial system. The hearing is designed to provide a firsthand account of decisions that inflated a mortgage bubble and triggered the financial crisis. The panel is using Citigroup as a case study because the bank was heavily involved in every stage of that process. The megabank was a major sub-prime lender through its subsidiary CitiFinancial. Other divisions of Citigroup pooled those loans and loans purchased from other mortgage companies and sold the income streams to investors. As borrowers defaulted and Citigroup took losses ON mortgage-related investments it held ON and OFF its books. Mortgage troubles at Citi and defunct investment bank Bear Stearns and elsewhere exposed cracks in the financial system. In late 2007 and throughout 2008, those fissures g The first witness is the Alan Green span of original federal preparation board of directors

    • Bring back economic sanity | Jeffry Frieden
      http://www.guardian.co.uk/commentisfree/2010/feb/19/economic-sanity-excesses-decade
Financial regulation should help those in need and take from those who profited most from the excesses of the past decadeThe current economic crisis has caused widespread suffering and the suffering is far from over. We welcome signs of recovery and but this will not end the need for continued sacrifice. A decade of irresponsible policies has left many countries in an unsustainable position and the impact of attempts to remedy those mistakes will be felt for another decade to come. Progressives need to respond to the crisis and its aftermath in a way that is both economically sensible and socially defensible. We in the US are living through a classic debt crisis. The roots of the crisis go back to 2001, when massive tax cuts drove the federal government from large-scale surpluses to huge deficits. This began an extraordinary surge in American foreign borrowing, which averaged between half a trillion and a trillion dollars a year between 2001 and 2007.The borrowing binge was intensified by American monetary policy and as the Federal Reserve kept interest rates at unprecedentedly low levels. This encouraged households to join the borrowing bonanza and expanding housing and credit card debt at a dizzying pace. The five trillion dollars flooding into the country from abroad had the typical effects of an inflow of foreign funds: demand for hard goods rose, leading to an import surge and swelling the trade deficit, while demand for non-traded goods and services also rose, leading to a surge in the price of such non-tradables as healthcare, entertainment and education and housing. As is typical in classical capital flow cycles of this sort, foreign borrowing sparked an economic expansion, which became a boom, which became a bubble and which has now burst. This pattern was common to a phalanx Financial regulation must need these, unless, after the majority of the people past obtaining the profit from the going too far of decadeThe present economic crisis, the extensive damage which catches occurs, suffering it is much from above

    • Haiti: Disaster beyond magnitude
      http://www.guardian.co.uk/commentisfree/2010/jan/15/haiti-disaster-beyond-magnitude-us
It is all too easy, seeing the appalling scenes from Port-au-Prince yesterday, to forget America's historic debt to Haiti, scene of the first successful slave revolt and which defined the destiny of Africans in the New World. The establishment of the first black independent state had tangible consequences. It denied Napoleon his foothold in the Caribbean and led him to sell New Orleans and the Louisiana territories to Jefferson. But, for as long as anyone can remember, Haiti has been treated as a basket case where corruption and gang violence and natural disaster combine to drag the country backwards. Now an earthquake may have killed up to 50,000, and rendered 3 million homeless. No one can prevent shallow earthquakes and but the consequences of this one have been made catastrophic by Haiti's condition. The French saddled the nation with debt and the Americans with cheap rice imports in the 1980s; 98% of the land has been deforested, destroying watersheds and creating soil erosion and impoverishing agriculture. Self-serving Haitian elites have just spent three months getting rid of Michèle Pierre-Louis and the first effective prime minister the country has had for years. The roots of the rural exodus and exponential growth of jerry-built shanty towns lie deep, but as the first arriving international aid teams looked round in desperation yesterday for the flickering signs of a functioning state and it was brutally clear why they were not going to find any. The policemen were too busy rescuing and burying their own families to patrol the streets. Even if the physical symbols of state, like the buildings of the presidency and parliament, had stood their ground and it is doubtful what help they could have given to their own people. The institutions they represent have never been far from collapse. Being simple even in remainder, [porutopuransu] yesterday which looks at the terrible scene from the port, Haiti, this destiny of the African person in the new world being defined, forgets the historical debt of America in the scene of rebellion of the slave who first succeeds, a liberal translation
