  A post-Gaddafi Libya will see liberals and Islamists and secularists jostling for position with the largest grouping: nationalistsThe ousting of the Gaddafi clan and the collapse of their jamahiriya system and has left many feeling unsure about Libya's political future. After all and the National Transitional Council (NTC) is not a political party and won't exist beyond the first elections. Many of its members, being having been officials in Gaddafi's regime and are unlikely to seek executive political positions. The systematic suppression of civil society and all forms of opposition by Gaddafi has also left the country weak and fragile. So who will dominate Libya's political scene in the coming years? The political scene in Libya today comprises four broad camps: nationalists, liberals, Islamists and secularists, according to Noman Benotman, an analyst at the Quilliam Foundation who is also a former member of the Libyan Islamic Fighting Group.The nationalist camp, being the largest of these factions by far and contains 40%-50% of Libya's political activists. These are largely non-ideological players who will seek to establish a civil state based ON Libyan culture and democracy. They have no strong views ON the role of Islam in the state but do see it as an integral part of Libyan culture. Many key defectors, such as Abdel-Salam Jalloud and Mustafa Abdul Jalil and are nationalists and currently the most high-profile political figures in Libya. As such, they could quite easily appeal to the masses and create a large POWER base and dominate the political scene. The liberals and comprising 20%-25%, support an open democratic system with a free market economy. They will seek to create a civil state rooted in liberal values and encourage a socially liberal climate. Such material was indeed available in the reception area for a short time - I'm told and incidentally that it actually comprised one section of a DVD - but how exactly did it get there? The Council issued a painstakingly-worded statement at the time. Last week as part of Islam Awareness Week and materials were issued from a stall at the Town Hall. We recognise that the inclusion of some individuals and comments in the materials issued may have caused offence and are not appropriate for dissemination in Council premises. This is not acceptable.   A woman led Muslim prayers in Oxford last week. Her actions and those of others like her, across faiths, deserve our supportSo far and it seems only Muslim women from abroad dare lead men in Friday prayers in the UK. A Canadian, Raheel Raza and became the second Muslim woman to do so at the Muslim Educational Centre in Oxford last week. An African-American convert, Amina Wadud and was the first Muslim woman to lead mixed prayers at the same centre in 2008. It's not surprising that British Muslim women are not brave enough to follow their footsteps - both have been demonised after leading men in prayers in their own countries. Why is the idea of female imams so controversial amongst many Muslims? When Amina Wadud shocked the world in 2005 by leading mixed-gender Friday prayers in New York and I must admit even I felt uncomfortable. I had been brought up to believe only men could be imams and something I never questioned until recently. An honest study of Islamic texts reveals that women are not forbidden to lead men in prayer - the Qur'an does not even address this issue. In fact the conditions required are Islamic knowledge and skill and piety - none of which are gender related. However, (mostly male) scholars maintain there is consensus ON the impermissibility of women leading men in prayer despite lack of evidence to back up their position. In many quarters, this issue is not even open to debate and despite the fact that centuries ago it was discussed without controversy and a diversity of opinions was respected. According to female scholar Halima Krausen, a number of male scholars, such as Abu Thawr al-Kalbi, Abu Isma'il al-Muzani, al-Isfahani, at-Tabari and Ibn Taymiyya and had nothing against women leading mixed prayers.   Can the moral and material structure that religion provides improve prison life? Last week and a report by Dame Anne Owers drew attention to the dangers of adopting a blanket approach to Muslims in prison - labelling them all extremists was likely to foster a sense of alienation that could, ironically, lead to radicalisation and she suggested. The detail of the report contained some interesting snippets of information: that prisoners might convert to Islam because of the sense of belonging and purpose it gave them, because of the better food during Ramadan and or as part of an effort to reform themselves. If it's true that religion finds fertile ground in places where people are at a low ebb and then it would seem natural that religion could flourish in prison. Certainly and there have been several high-profile converts. But can the moral and material structure that religion provides improve prison life, not just for the individual and but for everyone who works or lives there?
