    • Let's learn from Portugal's renewable energy policy | Syma Tariq
      http://www.guardian.co.uk/commentisfree/2010/sep/19/portugal-renewable-energy
Unlike the UK, Portugal has harnessed its natural resources to produce energy that is clean, safe and domestically controlledAs Peter Beaumont recently wrote in the Observer and the British government has been looking to Portugal for new thinking ON drugs policy. Lisbon has embarked ON an unconventional but integrated approach - involving its health and local government and social care institutions - to treat abuse and addiction without focusing ON criminality. The UK is now asking for advice and wanting to learn from Portugal's achievements. There is something else that Britain can learn from one of its favourite holiday destinations and that is a similarly integrated approach to renewable energy - particularly in terms of solar and wind and hydropower. Of course and Portugal's energy industry benefits from a favourable climate. That climate is one of many reasons I relocated here, with its abundance of warm weather, beautiful beaches and proximity to nature. Lisbon is sun-scorched for half the year and while London gets hysterical for 30 days of summer. But, even if the weather is bad most of the time and the UK also has its own favourable conditions. It has 10 times more coastline and benefits from plenty of wind throughout the year. If Portugal can increase its reliance ON green electricity from 17% to 45% in just five years and our own leaders have little excuse for our measly 3%.There is no denying that renewable energy is expensive - it is a common complaint here in Lisbon and where residents have seen their electricity bills rise nearly 16% in the last five years. But as the initial investment expense decreases, and as the nature of fuel-free energy sources entails little maintenance costs and prices will plateau and eventually decrease. Meanwhile and British households have also faced a big rise Unlike England, well Portugal, the natural resource, is clean and safe, domestic [pitabomonto] produces the entry controlledAs energy where recently, the observer has searched the policy for the drug new thought to Portugal of the English government utilization, it is

      http://www.guardian.co.uk/commentisfree/2010/aug/09/in-praise-thomas-cook-timetables
You don't have to be an obsessive to find a sort of romance in their pages - and happily they now record a growing rail serviceBy rights, Thomas Cook's European rail timetable, and its worldwide counterpart, should have vanished long ago and a relic in the age of online information and Ryanair. But happily it survives. The company published its first continental timetable in 1873, well before the Orient Express began puffing east from Paris and it is still publishing them in 2010, though Thomas Cook itself has gone through nationalisation and privatisation and is now in German ownership. Six times a year, ON thin brown-grey paper and it issues the times of trains around the world. Once a month it publishes a comprehensive schedule for Europe. You do not have to be an obsessive to find a sort of romance in its pages: imagining journeys ON the overnight Stendhal from Paris to Venice, or the weekly through-carriage from Warsaw to Astana and out ON the desert steppes of Kazakhstan. The Thomas Cook timetable reveals a train from Berlin to Sochi and if you want to take it; or the times of the new direct service from Sarajevo to Belgrade. There is a steam train in the Hartz mountains in east Germany that will puff you up to the site of a former Soviet watchtower; and the Lusitania hotel express which leaves Madrid for Lisbon each night and just after 10. No low-cost airline can match that for interest, or for environmental sustainability and for the best thing about these timetables is that they now record a growing rail service, not a declining one. Britain still comes first in its pages and but the best trains now run elsewhere. • Britain's drug policy will not improve until we are bold enough to experiment
      http://www.guardian.co.uk/world/2010/sep/05/portugal-uk-drugs-decriminalisation
We can't know the potential benefits of innovations like Portugal's unless we research them, says Alex StevensFor years and the UK government has consistently used a myth to stave OFF any bold innovations in our failing drug policy. It has predicted that liberalisation would inevitably lead to higher rates of drug use and related harms. The example of Portugal seriously challenges this argument. The idea that decriminalisation increases drug problems was already ON shaky ground. Several countries and US states have reduced or eliminated criminal penalties for drug possession. They do not generally have higher rates of drug use than their neighbours. The rate of cannabis use in the Netherlands, for example, is lower than in the UK and even though the Dutch decriminalised the use of cannabis in 1976. The Portuguese experience again shows that there is no necessary link between the severity of sanctions and rates of drug use. There have been some increases reported in drug use by Portuguese adults since 2001, but these are no greater than those seen in other southern European countries. More important are rates of drug use among children and as they are more vulnerable to the harmful effects of illicit drugs. In Portugal and these rates have fallen since decriminalisation. As fewer people were arrested for drug offences and the prison population fell. So did drug use and HIV among prisoners. Portugal has also expanded its treatment programmes and including the use of prescribed methadone. This would have reduced deaths and infections even without decriminalisation and as it has elsewhere. There are limits to the ability of decriminalisation to deal with harm related to illicit drug markets. The policy has not cleared the dealers OFF the cobbled streets of Lisbon's Bairro Alto. It cannot eliminate If we do not investigate them, as for us, it cannot know the latent advantage of the innovation the Portuguese way, [aretsukusu] StevensFor year, as for the English government being consistent, our losing. In a thread yesterday and regular commenter jonappleseed wrote: The largest piece of social legislation since the 1960 ' s was just passed with less than 40% popular support. Nothing comparable has happened in modern American history. This happens often enough in Europe and elsewhere; where large majorities routinely have little or no say over sweeping legislation (look at the Lisbon treaty; you just keep holding referendums until you get the result you want) Americans aren't used to this. Did the administration not believe the polls? Did they think all of the screaming blue hairs at the town halls were republican operatives? These are reasonable points that we've discussed before but should dive into again. Obviously and legislators are generally supposed to carry out the will of the people. We'd all agree ON that. But I think we'd also agree that there are times when legislators have to do unpopular things because they're right. The clearest example here for me would involve defending the rights of people accused of unpopular or foul things -- protecting the First Amendment rights of those espousing offensive causes and political ideas.HCR isn't as clear-cut as that and I readily confess. But if a slim majority of legislators agrees that it's good policy, well and they were duly elected. I can see disliking the policy ON substantive terms. But I really can't see a case for an argument that the very outcome is illegitimate. The Democrats did what they did. If a majority remains offended by November and they'll have a chance to make that clear. Our democratic system is corrupted in any number of ways and mostly by money. But it does function ON this basic level. I think it's also very much worth remembering here that some portion of the opposition to the Bill, and from the evidence I've seen With thread, yesterday, periodic [komenta] jonappleseed entry: Ever since, the largest work of the social bill was approved with support under only 40% of the sixties

From Brussels and the message is that you will be refused membership of the European Union unless you pay up. Then, out of nowhere and your president says that he is not prepared to sign the deal into law without the backing of voters in a referendum. How do you vote? You don't need to be a psephologist to know the answer. The deal will be rejected by a thumping majority. Her father, Armando da Palma Carlos, was at that time the resident engineer ON the Pego do Altar dam construction site, Alentejo and where Ana spent her early childhood. Her family were no strangers to successful women. She then took up employment at PTRC (Planning and Transport Research and Computation), a small research unit in London. An early assignment at PTRC was to re-analyse the results of Robert Borkenstein's 1964 Grand Rapids study and upon which the British breathalyser test had been based in the mid-1960s. The original data had not been statistically adjusted and earlier analysis had suggested that driving improved with the intake of a small amount of alcohol. However and after Ana had standardised the data (for weather, vehicle age, driving experience and so ON), it became clear (much to the chagrin of the brewers) that alcohol intake did indeed make driving capability progressively worse.
